Instructions

 - In a skillet over medium heat, brown the sausage until cooked through. Add the chopped bell peppers and onions, cooking until tender.
 - In a large bowl, whisk together the eggs, milk, garlic powder, onion powder, salt, and pepper until combined.
 - Layer the frozen hash browns evenly in the prepared baking dish.
 - Pour the sausage and vegetable mixture over the hash browns.
 - Sprinkle the cheese on top.
 - Pour the egg mixture over everything, ensuring it seeps into the layers.
 - Bake for 30-35 minutes, or until the egg is set and the top is golden brown.
